ADR-0001 Human-First Documentation Structure

Context

oves-sites is read first by humans making website, contract, and governance decisions. Agent-facing context files are useful, but they are support surfaces rather than the primary reading experience.

Decision

  • published navigation must be human-first
  • foundations, domain guides, site guides, ADRs, references, and glossary come before agent/context pages
  • agent-facing pages remain in the repo but appear last in public navigation

Consequences

  • readers get a stable, decision-oriented top-level structure
  • the semantic registry and curated hub index point first at human-facing material
  • repo normalization work should preserve this ordering unless explicitly changed
